Qualification Requirements for Bidders5.1 The bidder shall possess the relevant qualifications, similar project experience, and the capability to perform the works under this procurement.5.2 The bidder shall be an independent legal entity duly registered in the People&#(略);s Republic of China, with the legal capacity to independently assume civil liabilities.5.3 The bidder shall have a sound financial management and accounting system, together with a healthy financial position.5.4 The bidder shall have no record of fraudulent bidding, serious breach of contract, or other major violations of laws and regulations within the past three (3) years.5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with the law.5.6 The bidder shall possess the equipment and professional technical capabilities necessary for contract performance.5.7 Within the past three (3) years prior to participation in this procurement, the bidder shall not have been listed as a dishonest judgment debtor (blacklisted entity).
